Overview
Learn how to leverage America’s primary housing development tool,
the Low Income Housing Tax Credit (LIHTC), to develop housing for
older adults.
Experts from LeadingAge and the National Housing Trust will describe
how the Housing Credit can be used to serve older adults, including
by pairing the tax incentives with programs like Section 202 and
with supportive services leveraged by older adults.
The session will be followed by a live Q&A.

Speakers
Juliana Bilowich (they/them)
Juliana Bilowich is an advocacy and policy expert at LeadingAge,
a national nonprofit organization dedicated to advancing innovative
housing and healthcare solutions for older adults.
At LeadingAge, Juliana leads the organization’s work to advance
housing affordability for older adults with extremely low incomes
as they age in community. Juliana plays a critical role in
integrating health services and climate-informed preservation
strategies within housing policies, focusing on the unique needs
of older adults while promoting inclusive housing practices.
Juliana collaborates with federal decision-makers to help steer
senior housing policy and supports more than 2,000 mission-driven
housing providers across the country that participate in affordable
multifamily housing programs administered by federal agencies.
Previously, Juliana worked for Habitat for Humanity, the National
Affordable Housing Management Association (NAHMA), and the U.S.
Senate. Juliana graduated from the University of New Mexico with
concentrations in public policy and restorative justice and has
worked on both domestic and international policy solutions.
Moha Thakur
Senior Manager of State & Local Policy
National Housing Trust
Moha joined the National Housing Trust in 2018 and currently serves
as Senior Manager of State & Local Policy. In this role, Moha
oversees NHT’s state and local policy portfolio across all 50 states
and the District of Columbia.
Moha analyzes state, local, and regional affordable housing laws
and programs, identifies best practices, and partners with communities
across the country seeking to create and preserve affordable housing.
She provides technical assistance and actionable policy solutions.
Moha is a nationally recognized expert in the Low Income Housing
Tax Credit program and naturally occurring affordable housing,
working to protect and expand the affordable housing supply and
support residents.
She earned a Master of Public Policy degree from Georgetown
University’s McCourt School of Public Policy and holds a Bachelor
of Arts and a Bachelor of Commerce from the Australian National
University.
