On the Horizon in Senior Housing in Washington, DC Event!

On Wednesday, June 10th members and non-members learned about the inter-generational solutions being implemented in Washington, DC from Dr. John M. Thompson, Executive Director of the District of Columbia Office on Aging (DCOA) and Mark Dunhan, Generations of Hope Development Corporation. In addition Alayna Waldrum, LeadingAge,provided a federal and local legislative update, while Colleen Bloom, LeadingAge, presented on trends and common concerns in senior housing.

Member Spotlight: Ingleside Implements Portal for Boards

LeadingAge member, Ingleside, was eager to streamline communication with the 70 members of those boards.A new CAST Patron Case Study entitled, Enhancing Board Governance, Engagement and Performance through Board Portal Tools, describes how Ingleside implemented the BoardMax solution from Streamlink Software to:

  • Improve the efficiency of board members and staff.
  • Consolidate and streamline communication and document management.
  • Save printing and shipping costs in a desire to “go green.”
  • Obtain 100% compliance through electronic document archiving.


District of Columbia Update

DC Office on Aging
Dr. John Thompson bid farewell as the Executive Director of the DC Office on Aging on Monday, June 29, 2015. LeadingAge DC appreciates the work Dr. Thompson has done for seniors in the District of Columbia over the past four years. While a national search is underway for a permanent Executive Director of the DC Office on Aging, Deputy Mayor Deputy Mayor Brenda Donald, in addition to continuing to serve as Deputy Mayor for Health and Human Services, will assume day-to-day responsibilities during the transition as Interim Director of DCOA.

Assisted Living Regulations
At a recent DC Coalition of Long Term Care meeting, Sharon Mebane, Program Manager, Intermediate Care Facilities Division District of Columbia Department of Health (DOH) presented. In addition to information provided on Nurse Staffing Agencies, Ms. Mebane discussed the development of Assisted Living regulations. Her team has been reviewing neighboring state’s regulations, specifically Virginia, and projects they will begin working on the DC Assisted Living regulations in the beginning or middle of 2016.

Health Care Decisions Act of 2015
Currently under Council Review is the Health Care Decisions Act of 2015. If passed, this legislation would establish a MOST Form to capture patients’ wishes for medical intervention. This is similar to the MOLST form currently being utilized in Maryland. LeadingAge DC met with staff members from Councilmember Cheh and Coucilmember Alexander’s offices to express its support for the Health Care Decisions Act of 2015. In addition, LeadingAge DC submitted testimony to the Committee of Health and Human Services. LeadingAge DC discussed recommendations that would increase the likely success of the MOST form . National Update

2015 White House Conference on Aging
The White House has announced that the 2015 White House Conference on Aging will take place on Monday, July 13. Program details still are being finalized. However, we understand that President Obama will lead the conference. The White House will livestream the event to make it possible for elders and other stakeholders from around the country to participate in the conference.
Recent Consent Order Provides Guidance on CCRC Dining Room and Mobility Device Policies

A recent consent order between the U.S. Department of Justice (DOJ) and a Virginia continuing care retirement community (CCRC) provides guidance on what senor living communities need to consider when drafting dining room policies as well as policies regulating the use of motorized wheelchairs and scooters. Medicare Sequestration Victory; the Battle Continues

The U.S. House of Representatives rescinded the extension of Medicare sequestration in the Trade Assistance legislation (H.R. 1314) before that bill was even voted on. This success is due to the considerable advocacy by LeadingAge, the AHA and other provider groups, beginning with the Senate vote on trade and continuing through the House debates. There is now Senate legislation on trade that includes extending Medicare sequestration and a House bill that rescinds the extension.

The victory – and we should definitely consider it a real success for our efforts over the past few weeks – is only in the House, but it is a good indication that Congress has awakened to the opposition to blithely using the extension of Medicare sequestration as a pay-for. The various House and Senate bills will have to be reconciled as they work through the process, so that at the least the issue of sequestration can be resolved. Watch for updates and calls-to-action on this issue; but, for today – thank you to all who contacted their federal legislators and be ready for more advocacy action!

Apply Now to the LeadingAge Innovations Fund
The LeadingAge Innovations Fund is designed to encourage innovation among our members to develop programs that have the potential for demonstrable impact on residents, clients, families, employees or the broader community and have the potential for replication. The fund will award up to 3 awards across 2 categories:
  1. Innovative Dementia Care Programs- Projects in this category should pursue promising strategies for improving the quality of life and quality of care for people with dementia. Project may include non-pharmacological pilot interventions or staff training programs.
  2. Addressing Wellness Programming Affordable Senior Housing Settings- Projects in this category should address the mental, emotional, physical, spiritual, etc. needs of residents living in affordable senior housing settings.
The Innovations Fund is made possible through the generosity of LeadingAge members, LeadingAge state associations, and individuals. The online application is now available to provider members of LeadingAge. Applications are due on or before July 31, 2015. Visit our grant description page to learn more. LeadingAge HackFest

HackFest
LeadingAge has opened the application period for the 2015 LeadingAge HackFest, our annual event that challenges participants to “Engage with Age” by creating a technology-driven tool aimed at improving the lives of older adults and their families.

Last year, Lauren Sims, Administrator-in-Training at Ingleside at Rock Creek, participated on the grand prize winning team!
Anyone with an interest in technology (you don’t need to be a computer programmer) is encouraged to apply. Check out this YouTube video to learn more about the event.

Insights/Quality Metrics Update

LeadingAge Quality Metrics is a set of interactive data tools that assists nursing homes in analyzing how they measure up to their peers, demonstrate value, and improve performance. Leveraging Nursing Home Compare data, Quality Metrics allows nursing homes to compare themselves against nearby or comparably sized nursing homes. It also offers a tool to help predict Five-Star status and provide guidance on where to focus to increase their rating. Read More

New Home Health Tool: Upcoming Webinars on Accessing Using

Home Health Quality Metrics is the latest addition to LeadingAge Insights and complements Nursing Home Quality Metrics, an interactive data tool that provides skilled nursing homes with the ability to analyze their 5-star ratings, staffing, quality measures and deficiencies.

Beginning this month, LeadingAge members now have access to Home Health Quality Metrics, an interactive benchmarking tool that uses Home Health Compare data to analyze process and outcome quality measures reported on the Home Health Compare website.

Training for Future Leaders of Aging Services: A preceptor program for DC
Governing for Strategic Success
A new governance program led by renowned governance speaker and author Jamie Orlikoff will roll out this summer. The retreat will prepare boards for strategic planning discussions to help move forward in the rapidly changing aging services environment. Three two-day retreats will be offered in June, July and August in Denver, Philadelphia and Chicago. These retreats are for board chairs, chairs-elect and CEOs as well as full boards and leadership teams. Members can get more information and register on the LeadingAge Website.
